Sur-Ron and Talaria L1e Bikes on EU Roads: What Road Legal Means

Sur-Ron and Talaria are the two names behind most of the "electric dirt bikes" now ridden on European streets. The catch is that the same model name can mean a bike that is registerable as a moped or one that is not legal on a public road at all. This guide explains what the "L1e" label means, which versions are sold with it, what a rider needs in a few countries, and where the sources we read disagree.
We did not ride these bikes ourselves. Specs and prices come from retailer pages, and the rules from government and motoring-club pages, each named in the sources. This is general information, not legal advice: check with your national vehicle authority before buying.
What L1e means
EU Regulation 168/2013 sorts two- and three-wheelers into categories. The one that matters here is L1e, a light moped class with a maximum design speed of 45 km/h and a maximum continuous rated power of 4,000 W. Inside it:
- L1e-A, the "powered cycle": pedal-assist that cuts out at 25 km/h or less, with 1,000 W or less.
- L1e-B, the "two-wheel moped": any other L1e vehicle, which is where a throttle bike limited to 45 km/h lands.
- L3e is the motorcycle class for everything that does not fit L1e; its lowest sub-class, L3e-A1, covers up to 11 kW.
So the 45 km/h limit is the price of an AM-class licence and a moped registration. A bike without that approval does not become a moped just because someone limited its speed.
Road version or off-road version
The brand names hide two different products:
- The off-road Light Bee X and Ultra Bee X have no road approval, according to the German site GIGA. In Germany a vehicle that is not approved may be confiscated.
- The road versions carry an EU type approval. SwissCarInfo lists the Light Bee with EU approval number e13168/2013-2020/169401153 and a rated power of 2 kW.
- Some road versions are L3e and need a motorcycle licence. GIGA says the Ultra Bee and Storm Bee need an A1 licence, while the retailer ELMOX sells an Ultra Bee L1e limited to 45 km/h that rides on an AM licence. Check which approval the exact bike has.

The claimed range is 65 km for the Light Bee, about 85 km at 40 km/h for the Sting R, 90 km (WMTC) for the Ultra Bee and up to 50 miles for the UK Sting Pro. These are manufacturer or retailer claims, and we found no independent range test of any road version.

Other rules we saw confirmed: in Germany riding on sidewalks or cycle paths is not allowed and there is no periodic inspection; in the Netherlands you may use the moped path or the road but not the cycle path; in Ireland the bikes cannot use cycle lanes, bus lanes, footpaths or motorways. The UK is no longer in the EU, but for comparison Bigmoto says a CBT is required for the Sting Pro L1E there.
The traps
- The speed limiter. Bigmoto states that its Sting Pro L1E is restricted to 28 mph (45 km/h) to comply with moped law and can be unlocked for private land. Our reading, which we could not back with a legal text: an unlocked bike no longer matches its L1e approval, so putting it on a public road risks the registration and the insurance.
- Wrong version. The off-road X versions of a road-legal model look the same. Ask the seller for the CoC or type-approval document before paying.
- Different power on paper. The Light Bee is 2 kW rated but 6 kW or more peak. Only the continuous rating counts for the 4,000 W limit.
- Registration is national. The EU type approval is recognised across the EU, but plates, insurance and licence age are set country by country, as the table shows.
- Shipping and handling. Takatalo adds €99.90 for handover and registration, and ELMOX charges €99 for freight in Germany and €169 elsewhere in Europe.
Where the sources disagree
- Licence age in Germany: 15 according to ADAC and GIGA, 16 according to the ELMOX page.
- Light Bee weight: the same ELMOX page gives 47 kg without battery, 49 kg, and 60 kg with battery.
- Light Bee peak power: 6 kW in one place and 6.5 kW in another on the ELMOX page.
- Ultra Bee battery: 55 Ah in the highlights and 60 Ah (4,440 Wh) in the specs.
- Sting R weight: 71 kg net or 86.5 kg listed on the Takatalo page, which may include packaging.
- Ultra Bee licence: A1 according to GIGA, AM according to ELMOX for the 45 km/h L1e version.
